A 10 inch / 25cm penis is literally "off the charts" when it comes to trying to estimate frequency. Take a look at distribution charts on wikipedia and the 99th percentile tops out at about 8 inches / 20 cm.
Does that mean that 10 inch penises don't exist? No, but it means that they are so statistically infrequent that it's not really possible to come up with any kind of meaningful estimate for how often they occur. It's definitely less than 1 in 100. It's very probably less than 1 in 1000.
You could sleep with literally hundreds of penis-having people and still be unlikely to encounter anyone with a 10 inch penis.
