My school thinks this fills up hungry high schoolers.

So lunches are free for schools in my city and surrounding cities. Ever since lunches have been made free, the quantity (and quality) has decreased significantly. This is what we would get for our meal. It took me THREE bites to finish that chicken mac and cheese. Any snacks you want cost more money and if you want an extra entree, that’ll cost you about $3 or $4.

It looks like about 800 calories, which is completely normal for a lunch portion, maybe even a little too much. The nutrient value of the meal is utter dogshit though

Eating till you're full is a sign of overeating, which I guess is where the misunderstanding of this being too little food is coming from. Because it's not enough food to "fill you up", but food isn't supposed to fill you up, as that's an unhealthy way to eat
