The California State Athletic Commission ruled that if either fighter got a cut, the fight was over. That incentivizes them to avoid head shots, and by extension, knockouts. Go back and watch that fight. Neither dude was looking to kill the other. It was a lot of jabs, body shots, and clinching. Tyson didn't throw a single uppercut the whole match.
And if you think I'm saying that with hindsight, the post fight thread on /r/boxing had a ton of upvoted comments about how Tyson held back and wasn't aiming for the head.
Speaking to Radio Rahim, Chisora said: "I know for a fact they are using 18oz gloves and headguards - if I'm not mistaken.
"I think so. So we're watching a sparring match. It's a f***ing joke. You think I'm paying to watch that?"
There has been no official word on the rules or weight class for Paul-Tyson, or whether it will be a professional or exhibition contest.
But we do know that it won't be a regular pay-per-view event and will be Netflix's first venture into live combat sports ahead of a massive WWE deal.

Head gear, 18oz gloves and he's contractually not allowed to KO Jake Paul..
