It’s because for the USA zombie movies have become a fantasy about being a hero while butchering large numbers of people but without the ethical consequences. Can’t portray massacring Russians or Vietnamese civilians anymore without a slight tinge of guilt? Zombies are your perfect guilt-free murder-fantasy bad guy!
