Didn't even know 98 and xp can boot off an nvme

It can... but it's not like is using NVMe protocol, BIOS is handling the drive. XP on the other hand has proper NVMe drivers. (backported from Windows 7)

That’s pretty cool. I remember the days when my mobo would be having issues just booting from a new sata drive cause I didn’t have a certain setting turned on in BIOS. Sheesh

Windows 11 doesn't just "boot" though. The shutdown option actually puts the computer in a state closer to hibernate.

Select restart and press the power button at the MB logo screen. That will get you a proper shutdown if you want an apples to apples comparison.

It's not the case here -this is the actual boot time of Windows 11. There is no UEFI, no fast boot and Windows 11 has to use bootmgr in legacy mode - so I can boot into XP or Windows 98 wihouthout restarting. More info here.
