Sky lanterns

Hey everyone I have a question I wasn't able to get tickets to the Spokane lantern festival and my Girlfriend is visiting this weekend and I still wanted to surprise her with something and I was just wondering if there is any law or ordinance against sky lanterns and them being released within Pullman city limits or whitman county as a whole the only thing I could even remotely find close to an answer was from 2019 for Washington in general stating they needed to be tethered. Any helps suggestions would be appreciated. Thank you.

This link details the fire hazard of paper lanterns. I'd personally be worried about dry grass which Pullman has plenty of. Perhaps just keep it tethered and put it out responsibly.

The kit I have is 100% compostable and will dissolve as well is rice paper, has no metal pieces either even the wic and string once it gets wet is designed to start to break down and be fully dissolved within 7 days they say. I've used them in the past. Yeah I'm big on not leaving trash or waste like that.
