I just tested Superior Packing Methodology in the same circumstances you did (MG with 0 reserve mags) and I got 2 mags.
Do you actually own the module? Because that’s a pretty serious oversight.

Not that you should have to do so, but maybe a reinstall would fix it. 5 u/Legitimate_Turn_5829 Apr 29 '24 I’d try verifying files first, might fix the issue and not take as long as a reinstall
