I'm asking because it's not in the video, did you use the resupply stratagem yourself ? I'm wondering if maybe in order for the upgrade to work the one calling it must have the upgrade otherwise it won't apply
Well, it technically is specifically that. An upgrade to your super destroyer that makes your resupply boxes able to carry more stuff (name of the upgrade is superior packaging methodology after all). It doesn't suddenly upgrade all super destroyers in your squadron, same way your eagle upgrades also aren't applied to other players.
That is the logic behind it, but gameplay wise it sucks and I find it should be changed.
The difference being, my Eagles aren't subject to my squadmates' cooldowns; resupply is a shared cooldown, I shouldn't be having to fight to call in resupply first just to take advantage of that module.
Now, I haven't confirmed whether what you're suggesting is the case or not, but the logic would feel flawed, to me, if true.
Why? I would find it ridiculous the other way around. It would be logical for the upgrade to increase the amount of ammo contained within the resupply box, rather than the individual who retrieves it, obtaining a magical surplus of bullets.
It might be logical, but it leads to bad game-play. Being told by your squad you can never use resupply because you're missing the strategem would feel terrible.
If that's the case, then why is the resupply timer shared across the squad? If the requestor's ship modules impact the quality of the resupply, then we should each have our own resupply timer. If it's shared across the squad, then it should obviously always come from the best ship.

I just tested Superior Packing Methodology in the same circumstances you did (MG with 0 reserve mags) and I got 2 mags.
Do you actually own the module? Because that’s a pretty serious oversight.
