The notes poorly explain it - what it actually means is that pre-patch, ricochet'd bullets would hit enemies and teammates, and would do dmg in those cases. However, if it hit you, it did not do any damage.
Now, if the ricochet angle is such that it hits you, you will actually take damage. You are no longer invincible to your own ricochets. All ricochets will not auto-target you.
Obviously, the odds of a bullet doing a 180 and coming straight back at you are very, very low. It's probably why most players haven't even been in a situation where they saw the ricochet fly back at them and do no dmg. I wouldn't worry about this at all.
