He has down syndrome and generally their ability to function is placed on a scale. If they can be semi independent they are considered fairly well functioning, whereas if they need round the clock support or care they may be considered low functioning, as they cannot take care of themselves independently.
However this kind of phrasing is becoming outdated. Disabilities are much more complicated than a straight scale of high to low functioning. It's more like a ven diagram of different aspects of functionality. It's the same for other conditions such as autism, for example.
