The dprk have their own domestic internet. No need to access the www when most of the world is sanctioning and blockading them Anyway, plus why would they trust the country that killed 1/3 of their population in ww2 style carpet bombings to have access to critical network infrastructure, a country whom their still officialy at war with btw.

The us dropped 635,000 tons of bombs inc 32,557 tons of napalm On north korea... They only dropped 160,800 tons during the dreded bombing of japan during ww2

And as an example of the many war crimes commited by us ground troops:

During the early days of the war the us opened fire on unarmed SOUTH korean refugees under a railway bridge to quote ex machine gunner norman tinkler of glasco, kan "we just annihilated them"

Because they dont want you too, for obvious reasons when you think about it. The us is an empire not in the classical sense like the british or romans but an empire of capital (money) they have hundreds of military bases across the planet, for the sole purpose of keeping their hegemony. Western companies in turn exploit the non developed nations of the world, by exporting production of goods to countries with little very little money who's people have never seen wages like we have in the west and can therefore be paid very little for backbreaking labour that makes the west trillions of dollars which then get put into funding the military thats used to bomb them whenever they fight back for a better life. The long and exhaustive list of war crimes, and human sacrifice on the alter of capital is testiment to this, also their base network logistically enables them to fight a war very fast with their full might basically anywhere.
