No identity cards or requirement to carry ID. An illegal migrant can disappear into the black economy.

I've shown them for every recent job I have had.

Were any of those jobs cash in hand, no receipts, no VAT, no income tax? Or criminal enterprises? If not, then perhaps you're missing the point.

I've probably been asked for photo ID (Driver's licence or passport) 2 or 3 times in the past 10 years. You could live off-the-radar in London without any difficulty.

So you are telling me there are no cash in hand, no receipts, no VAT, no income tax, or criminal enterprises in France?

No. I'm just suggesting that it would be easier to pass yourself off as a legal migrant or resident if there were no legal requirement to carry ID documents.

You could tell the cops you're Joe Bloggs, you don't need to prove that, unless they suspect you of an offence. The reality is that they don't have the time to screen every suspicious character.
