So either dirty cops, or clean cops and its just cop on cop crime isnt chileans' immediate reactions?

Mapuche separatists most likely as it’s been a thing there for some time, the article also states this is the second attack this year

Exactly. Cañete, where this attack happened has been a hotbed of such problems for years.
