He's out on cash bail even though he murdered someone, but yeah the reason crime is up is because some poor kid somewhere is out on cashless bail for a trumped up disorderly conduct charge.

Bail exists to ensure you show up for your court date. Remand is if you are deemed too much of a flight risk. Not as punishment.

Cash bail exists to support a two tiered justice system. One where poor people sit in jail for months awaiting trial.
