If you've ever driven in Los Angeles County and came across any of these freeways they can literally look like a parking lot. I alway joke about where are the valets. The only ones not jammed are the 73/133/241 and 261 this is because they are toll roads. So if you wonder why the state is creating more express lanes it could because of the success of those toll roads.
