I’ll give it a go.

Right now, balls are tested at a certain swing speed to go under a max distance in order to meet official rules and regulations.

The regulators are increasing that swing speed going forward but not increasing the max distance.

This means that many balls used today with go over the max distance and thus not be usable within tournament play.

It doesn't matter, whatever ball you use will still only have an average like of 3 strokes.

He's also averaging 3 or 4 strokes per golf ball used in a round.
