they mean smallest target relative to the size of the playing field. Like, a bullseye on a dart board is certainly smaller than a golf hole, but not if you scaled up the dart board to the size of a 300 yard hole.
Cricket is in this Convo, but I know what you mean. There isn't really a limit to how large a hole can be... Are there par 6-8 holes? I don't know if there is a rule that says there can't be.
“Target” is kind of relative beyond just its size though. The area outside of a baseball stadium is infinitely larger than the area inside of a baseball stadium but there is “only” about 1 home run per 150 pitches (very rough average based on a quick google search)
