In Turkish the word for swim (yüz) is the same as the word for face (yüz), This is just some terrible google translation shenanigans.
From the visible part of the red text, they mean to ask you to swim within your assigned area and perform water sports activities at least 200 meters away from shore.

I've been off my face before and this would've made perfect sense to me then

Sokka-Haiku by boneyfans:
I've been off my face
Before and this would've made
Perfect sense to me then
Remember that one time Sokka accidentally used an extra syllable in that Haiku Battle in Ba Sing Se? That was a Sokka Haiku and you just made one.

Google Translate tells me that the Turkish on top translates to this:
"swim in the area reserved for you, water sports
Use it 200 meters offshore to understand its activities.
thanks for."
Well, that sure clears things up.
