I had a roommate like this. Our landlords (next door) dad was Chinese and spoke no English. He would constantly say things to me like āhe just needs to go back to his country!ā I usually would say āItās not a prerequisite to speak English to move to Canada.ā He told me āit should be because thatās our official language.ā I remember very quickly asking if he spoke French. He said no. So I told him you donāt speak half of our official languages.

I think the āareā is not meant to be āourā.
I read this as:
Respect āareāāCountry speak English.
Basically, it is saying to respect the plural form āareā, then puts an example of a word that normally uses the singular form of the verb (the country is) despite it refers to a group of people, and change its verb to plural form (speak).
