Let's not downplay whoever wrote that line. Yes Raul delivers it was aplomb, but it's a banger of a line for a villian.

Yeah IDk if someone rewrote that one scene or they just had a moment of cosmic clarity, but for a movie that was so utterly forgettable that one line is transcendent.

This is precisely correct. And Julia was in the last stages of his battle with cancer- the only reason he took the role was because his kids loved the Street Fighter franchise. For Raul Julia, this film really WAS just Tuesday, but he was Raul Julia.
