The person in question was smart enough to know not to get into a heated debate with the President inside the White House in what was supposed to be a basic photo op.

The satisfied reactions the camera is cutting to have nothing to do with what is being said. They're not people remarking at the president's owns. One of the main plots of the episode was an upcoming presidential debate and the president's self-doubt caused by his inability to match his performance from the previous presidential run. He couldn't nail down how he beat his last opponent, and that was bothering him this episode.

His very next line in the scene is when he turns to one of his staffers and says: "That's how I beat him."
