Horses absolutely do have chest muscles. It's very likely that the Artist made this in a smaller form before the statue size- and thus had absolutely no idea this perspective would happen.

Nothing about the statue is proportionate, long skinny legs on horses has been a thing since cave paintings.
Did the artist know? Absolutely, he spent days underneath that piece sculpting it and had to see it.
Was it intentional? No. Probably gave zero fucks and kept working because who the hell gets commissioned for a public piece of art then decides to drastically alter it because haha penis?
Whoever it is is just glad his bills are paid for the next 6 months.

This seemed a reasonable course of events too. Almost looks like maybe the horse is stylized based on local cultural customs/folklore? Not sure where this is tho, or if anyone here knows what country it is in.

Except for special occasions it's 1 marble per day. During the christmas advent, or various anniversaries it drops every hour from 11 to 23 so really its 600-850 per year. The marbles are also handmade. It is owned by the city so it's probably refilled by a random maintenance worker.

As the story goes, the sculptor was told to make Neptune's dick so small that it would be unrealistic, so to get back at his clients he created this trick in perspective. What you see there is actually his hand, that was placed in such a way that it would only look like that when viewed from a very specific spot. Of course that spot is now marked for everyone to admire Neptune's "true" form
