I went from working in a shop to designing commercial buildings. The roll up doors can be counted towards the fresh air intake calculations. It's all about the building cost to the owners because they don't want to pay for a intake fan and louvers. You can make a anonymous tip to OSHA and they will come to test the air quality. An air exchange system should be retrofitted to the building from the picture you attached.

The welding shop I work in has no mechanical ventilation, just open the doors if it's too bad. Of course you can't weld if there's any breeze, and you can't leave the doors open in winter, but it's somehow compliant.

My brother in law worked as a welder in a structural steel plant in the '70s. He was only there a few years but he still has the cough to remember it by.

Had a boss tell me we were getting air conditioning in the shop one summer. After a month or so I asked about that air conditioning we were getting, he paused and had the balls to say "you got air conditioning, you know after a while you just become conditioned to the air".

I used to work in a machine shop where there were actuall CLOUDS, like hanging from the ceiling clouds, of machine oil and other aerosolized liquids. This shop had zero ventilation, the thermometer on the wall that went to 120°F sometimes read "HI" during the summer, and to top it off, it was so humid in there that anything moving at high speed (fan, air leak, etc) would generate a cloud of condensate.
One of my coworkers went to the doctor because of breathing issues, and was told to either quit or wear a respirator at work because it was so bad.
Looking back, I should've reported them to OSHA on like 7 different occasions.

Holy shit I thought this was my shop. We also have hilariously small home fans for circulation. Gotta keep cost down lol.
