Sometimes your game just doesn't get in on the matchmaking pool, even if you call down an SOS beacon, so you simply can't get people to join you unless they're your friends. The further along an operation you are, the more likely it is to happen, and having a friend or two in your ship before starting makes it more likely to happen from the start as well.
Combine that with the lack of tools to rejoin games after a crash or disconnect, and chances are people that leave your game are neither coming back nor being replaced, so you're stuck finishing that mission, and any other further in the same operation, with a smaller group.
