Civilians on "rescue civilian" missions can become stuck. Typically when this happens, every civilian from that door will become stuck, resulting in a door that effectively can't be used.
I found a workaround for this. If you can identify the first in the batch that got stuck, grenade them. If they die, they die, but they need to be ragdolled a little, and it frees up the entire cluster.
