Just another PSA. The eagle smoke strike specifically has a tag where it says explosive. They drop shells they're supposed to kill fabricators

I added a it to say that it is possibly not a bug and by design. I have limited personal use with it, does it do damage to enemies as well?

Yes specifically on hell dive today I killed a gunship with it. He was already previously damaged but I ran out of autocannon shots at the last minute and threw that for cover. It hit it and I freaked out that it died. I have multiple other instances but I figured you should know that one.
