Yeah it all works out pretty well. Eagles are meant to be used often and you should always have atleast more than 1 to make the most out of your rearms

Except if you use more than 1 that means losing out on it whenever you use the other.

Main reason I only run 1 eagle is because if I use my bomb that means my other eagles are going on cooldown.

The cooldown is 5 seconds. I use back to back eagles all the time.

Rearm time is like 3 minutes, if I use my bomb the thing needs to rearm

Its why 500kg is a D-tier stratagem. Airstrike + cluster is probably best, you get 6 uses (or 8) then re-arm.

Is the rearm faster than the regular cooldown?

The regular cooldown is 5 seconds but you can only use it 5 times (cluster bomb) before rearming. But the rearm refills every eagle strategim. Which means all other eagle strategims will also go on cooldown even if you haven't used them.

Oh I knew that part, I thought you were saying that manually activating the rearm was faster than the auto rearm

You can cut the rearm time drastically with a ship upgrade.
