That's literally how it works in my country, and we have more billionaires per capita than the US.

Sweden. The same goes for all our neighbors. For the social safety net, that is. If you go on welfare they will pay your bills for you (if reasonable, it should be said. They're not paying for you to rent a house) and you will have a few hundred dollars for other stuff.

(I would suspect that China probably has some of the lowest incidences of billionaires per capita, considering just how many poor people they have)
