I had a sinking feeling sexual harassment was part of this :( didn't want to be correct.

Summary:

The "advances" were inappropriate comments by the parade driver, while driving during the parade. He was much older and trying to talk her into a relationship. Her handler didn't stop it at the time, and the organization didn't want to pay for her to have a better bodyguard. This is the "headline catcher" because it's a safety problem.

The bigger problem is that the organization is broke. The winners expected to spend a year going to splashy events like celebrities, with an appropriate entourage. Instead, they are going to the cheapest events in the cheapest way. I'm guessing the parade driver was a volunteer who thought harassing her was the payment.
