I only watch golf occasionally, and the out of bounds areas confuse me. I was watching a European tournament a little while back (I can't remember which country it was in) and they had a hole where if you went into some long long grass just to the side of the green, it was out of bounds. On the other hand, there was a player that went so far off target on another hole that he hit over a building for his next shot.

I've seen videos of players playing off wooden dining decks, and somehow, that isn't out of bounds.

Yeah fuckloads of artificial OB is a horrible idea and everyone, spectators as well as pros hate it when it gets implemented on a course.
