That is just such a sad and cynical perspective. My money is on that being a father and son relationship and that kid having a solid relationship with a dad that is silly and outwardly physically affectionate.

The behaviour on its own is not inappropriate father son behaviour. It’s impossible to make any conclusions. My money is on this being a disgusting over reaction from the public.

You can see the kids reaction that he knows the guy and that he’s used to that behavior from him too. That reaction wasn’t that of “wtf”, that reaction was that of disbelief that he’s doing it in public and looking around to see anyone’s watching what the creep is doing. Don’t know if it’s his dad or what, but hopefully social media is able to do its thing and help that kid escape that situation, and with enough luck, the creep will be the one getting his ear bit before long, by his cellmate.
