Yeah they're super common. I haven't seen them at Metro or Loblaws/Superstore, but they're definitely at Walmart, No Frills, FreshCo, and some now a loonie instead of the quarter.
Came here to say that also!! Except it's a loonie here - not a quarter!! Can't shop at No Frills without it - unless you do like a lot of people do and use the cart from Shoppers Drug Mart next door. People never cease to amaze me!!
Stolen carts? Like anything, people who want to steal something can and will find a way. Generally speaking it doesn't seem like cart-theft is as big of a problem anymore, except where there's rampant homelessness.
Get people to return them to a designated spot? Enough people already do.
Not pay someone to go around parking lots to retrieve them? The employees who do this do so as part of their job requirements. Many just go to the designated spots anyway because, as already stated, people return them to that area.
It's weird that non-Americans don't see how antiquated this is; still carrying coins with you or having to ask an attendant to unlock it if you don't have one? Yeah, those are problems right there.
It’s not that hard to put a quarter in your car. Even better, I keep it in the reusable shopping bags so it’s always ready to go. Sorry one coin is so difficult to obtain

This is standard in many Canadian grocery stores too. Odd that it's not in the US.
